SITA SCM OEM CIRCULAR 1 OF 2017/2018

This is commonly referred to as 'the framework agreement' and its implementation is determined by NATIONAL TREASURY SCM CIRCULAR NO 3 of 2017/2018. This is relevant to the FOSS GIS debate because ESRI and Oracle are on this list. While its purpose is cost-saving, it has been abused to enable ELA renewals in inappropriate situations. And FOSS options, which provide the greatest cost saving of all, are not even on the list.
